What the updated benchmark covers

IEA PVPS Task 12 says its 2026 publication refreshes public life-cycle inventory data for PV systems after more than a decade. It also provides reference systems for residential, commercial and utility-scale applications.

The report draws its monocrystalline datasets from 83 quality-screened, factory-level life-cycle assessments. IEA PVPS reports that these assessments represent 29% of global polysilicon capacity, 16% of wafer capacity, 7% of cell capacity and 9% of module capacity. Those percentages describe the underlying data coverage; they do not certify the footprint of every factory or product on the market.

Why a benchmark is useful but not a product declaration

A life-cycle inventory is the input data used to model environmental impacts. It can make a tender's assumptions more transparent, especially where suppliers use different calculation methods. It is not automatically an environmental product declaration, a country-of-origin proof or a guarantee of the impacts of a delivered module batch.

For solar-lighting and off-grid projects, the same distinction applies beyond the module. A credible comparison must state which of those elements are included.

Buyer impact: make LCA requests comparable

Procurement teams can use the benchmark to structure supplier questions, not to pre-select a winner. Request the product bill of materials, manufacturing location, assessment method, data year, electricity assumptions, declared unit, transport scenario and third-party review status. Require suppliers to identify where an answer is modelled from industry data rather than measured at their own facility.

Set the same boundary for every bidder before comparing results. A lower published number is not necessarily better if it excludes frames, packaging, inverters, batteries or replacement cycles that another bid includes. For public lighting, pair the environmental request with photometric performance, autonomy and service-life evidence so a lifecycle claim cannot distract from whether the system will perform its intended job.

A controlled evidence pack reduces later disputes

Keep submitted LCA files version-controlled with the tender evaluation and record any approved substitutions. If a module, battery or controller changes after award, review whether the original environmental claim still applies. This is especially important where a contract includes sustainability scoring or customer reporting.
